Minutes of the TEGVRA Meeting 28th April, 2022 St. David's Church Hall Lounge.

2. The Minutes of the previous meeting held on 3rd February, 2022 were approved and signed by Tim.

4. Matters Arising:
4.1 Recognition and thanks to the late Julian Shelley for his time and Commitment to TEGVRA and the village in general.
4.1.1 Andrew Cawdron spoke a little about the special man that Julian was :- Julian was born in the village and lived here all his life. He was a chartered engineer and worked in Malaysia, Libya and Egypt. Whilst in Malaysia he opened a school. He was a remarkable craftsman, built his own home, made all the doors and completed many joinery projects for his home. He had his own carpenter's shed in the garden. He was a driving force on the Unadopted Roads Committee. He physically cleared drains to prevent the roads flooding, organised the re-surfacing of the roads and collected dues from all the residents. His wife was a true supporter of Julian and the committee too. 4.1.2 Tim suggested a form of commemoration being created for Julian. It was decided to plant a tree with a dedicated plaque in honour and memory of him. Types of trees were discussed (possibly cherry or walnut). Andrew Cawdron said he and Richard Claxton will work with the Parish Council to find a suitable place to plant the tree – a suggested place is near the wood pile. (The felled tree near the church was queried at this point. Andrew Cawdron knows the resident who organised this and knows legitimate approval was obtained.) Phil Thomas asked that 2 trees be planted – 1 to replace the felled oak. Tim will research prices for suitable trees. Phil Thomas offered to provide stake guards for the trees. Andrew Cawdron proposed the trees be planted in the autumn when we should have more rain.
4.2 Update to damage to trees in South Walk area. Tim has got back in touch with the Conservation Officer. He informs us that if the storage of leaves around the trees is for a short period of time (no more than a couple of months) to allow for the brown bin collection cycle, then there would be no risk to the health of the tree, if the leaves were piled up around the base of the tree (above existing ground level) and left to decompose and turn to compost, this could potentially raise the existing ground level and have a detrimental impact on the tree's health, by causing dysfunction in the trees cambium layer at the point the ground level has been raused. At no point should the fallen leaves be burnt adjacent to the tree's trunk or within it's root protection area (RPA = Stem diameter measured at 1.5m above ground level x 12 = radi of the RPA).
4.3 Litter picking along Green Lane (Sunday 30th February) – led by Neil Stockham. 15-18 people attended. The route was down Queen Lane and across Poppy Way. 29 bags of rubbish were collected and fly tipping was spotted and reported. James Warford – a young man completing his Duke of Edinburgh Award has also contributed 15 hours community service to litter picking in Thorpe End, collecting 15 bags of rubbish in that time. Tim has been happy to sign off his achievement. Tim told us that since litter picking began this year 132 bags of litter have been collected, mostly from the Green Lane and Railway area. A large quantity of the litter was building site waste which had been blown about in the recent high winds. Tim and team are monitoring the amount of litter being picked to see if there is an increase, but it seems fairly consistent at the moment. A member commented that tyres have been dumped, reported and collected by the council more than once. Andrew Cawdron will report this to the District and County Councillor. The next date for litter collection has not been organised. Neil is unavailable to do this at the moment, but if necessary Tim will organise a collection in his absence. Communication methods were discussed, as everyone does not use Facebook. Peter Ibbett suggested creating a Whatsapp group.
4.4 Information and education material near fallen tree on the green, as proposed via email to the committee. Concern has been raised about the supply of magnifying glasses, lest they might cause fires. Tim proposed that boards might be fixed to hold educational material regarding the type of insects/animals etc., that might inhabit/use the woodpile. Andrew Cawdron and Richard Claxton will take this proposal to the Parish Council to see if they can help with the funding. A member asked about the progress of the Wildflower Meadow project at the Village Hall. Richard Claxton explained that gates are being added at the moment in preparation, but the project itself will take a while to establish. Phil Thomas suggested that we ask for two noticeboards from the Parish Council, the 2nd to go in the Wildflower Garden so that residents might learn about the flowers planted there. He also suggested that a tribute to Percy Howes be included – his vision of our Garden Village and a brief explanation of it's creation.
4.5 Superficial graffiti to the bench at the bus stop on the South Side of the Green. This was spotted and reported by Jackie Ibbett whilst waiting for the bus. She returned the next day to sandpaper the algae away to thankfully reveal undamaged wood.
5. Treasurer's Report: Presented by John Murell. The balance in the Unadopted Roads Fund is £2,177.99 Tim asked if the cheque signatories have been updated. John will follow this up with the bank.
6. Issues affecting Thorpe End: Damage to the fence on the new bridle path/cycle path/walkway towards Rackheath has been reported and observed. Andrew Cawdron told us that the Parish Council are trying to determine who owns this in order to get it repaired. There is also the problem of access, as the fence is near to the railway line. Richard Claxton reported that the result of his survey held on the TGVRA site is that 2/3 of the respondants would like to see Beryl bikes and scooters in the village. Richard has been told that the facility is working really well on Dussindale. A discussion followed regarding this facility, but Tim pointed out that if the majority of people are in favour of this scheme, then they really should be listened to. He said this facility may give us leveridge when requesting decent paths for them to safely travel on. A member suggested that Hill's builders might be approached to request they install the cycle paths in that area (the trud and opposite the trud), prior to building work commencing. (There is a temporary hold up to the building at the moment). A site for the Beryl bikes/scooters was discussed. Tim suggested on the green behind the thatched shelter. This was acceptable to the committee. Richard Claxton will message the Parish Council about this. It was brought to our attention that the shrubs and trees in the dog walk area are becoming overgrown and narrowing the paths. Andrew Cawdron commented that this constitutes an overgrown footpath, therefore he and Richard Claxton will take this up with the Parish Council.
7. Parish Council Update: presented by Andrew Cawdron Planting of 100 whips and fruit trees took place in Great Plumstead (Hamilton Close area) in March. Tenders for the Trim Track are coming in. This has to have disabled access. The money allocated from Broadland District Council was £70,000. A Parish presentation with Architect's plans is to take place regarding the improvements to buildings on Plumstead Playing Field. Pressure has been kept on Broadland Northway to replace the dead trees with new ones. (Survival of these will always depend on adequate rainfalls after planting). New dog and rubbish bins in Great and Little Plumstead have been secured. There are plans to plant a tree with a plaque in Church Road, to commemorate the Queen's Platinum Celebration. (We need a plaque and a commemorative tree too.) Small electrical items can now be collected in sealed plastic bags if they are left next to the grey bins. A member questioned Andrew regarding progress on the proposed tree lined path between the dog walk and the new houses behind Padgate/Hallgate. Andrew replied that the Parish Council may have to take responsibilty for this.
8. Unadopted Roads Committee Report: As yet a chairman has not been appointed. Andrew says he still has to collect the files from Julian's widow. John Murrell said that there is a problem on the roads down Broadland Drive when we have heavy rain. The drains need to be cleared. The material cleaned out is classed as hazardous waste and needs to be properly collected. This service has to be paid for. Installing a hole through the bank to filter water into the ditch could be a good plan. Tim wonders if a volunteering group might be set up to clear the ditches a couple of times a year. He will put out an appeal on Facebook.
9. Any other business (AOB) Tim has received enough requests for a picnic bench in the Padgate play area, to convince him that we need to give it a try. Richard Claxton said he will request one from the Parish Council. It will be made from recycled plastic. Jubilee celebrations on Broadmead Green. A low key celebration is taking place with an open invitation to bring a picnic to commemorate and enjoy this special occasion. Peter Ibbett plans to play some appropriate music. Although there is a no alcohol rule on the green, the authorities will allow us to celebrate appropriately on this occasion. Tim brought it to our attention that the spiky bush near the substation at the top of Stebbings way has still not been trimmed. He has contacted Power Network about this and sent photgraphs. They have not denied ownership, but neither have they responded by letter or action. Andrew Cawdron pointed out that we now need to be mindful of the bird nesting season. Colin Wade let us know that he has temporary possession of the Southwalk sign which was allegedly knocked down by a lorry. He intends to repair it, add posts and put it back. Peter Ibbett informed the committee of a broken slat on one of the benches on Broadmead Green. Richard Claxton and the Parish Council are aware. Their handyman is recovering from his illness and hopefully will soon be back to complete this and other tasks in hand. A member queried the progress of the Anglian Water Sewer plan, (to dig up the road in Padgate and Broadland Drive etc.,) Andrew Cawdron replied that it is difficult to obtain information at the moment. He will continue to investigate. Anglian Water are monitoring the two sewage systems. The date of the next meeting is to be confirmed. The meeting was closed at 21.18.

2. Approval of Minutes from Previous Meeting held on 17th October, 2021 The minutes had been shared on the TEGVRA site. Tim checked that everyone was aware of them and explained that we intend to keep our documentation electronic as much as possible. The minutes were agreed as correct and signed by Tim.

4. Matters Arising:
4.1 Damage to the trees in South Walk
Tim Kett was approached before the meeting by a local resident and the Tree and Conservation Officer for Broadland and South Norfolk councils. Tim explained there have been 2 types of damage – bark ringing, which happened a while ago, but is still healing and it looks like a fire was lit below a tree, which may or may not be deliberate. Tim has prepared a letter to be delivered to the houses in the Conservation Area of Thorpe End to inform the residents of the situation. At this point a local resident – Nick Hatton spoke to tell us that he owns the land and the tree which was being discussed. He has lived there for 30 years. He was resentful that no one had spoken to Page 1 of 6 TEGRVA Feb 22 Meeting Minutes him about this matter. He told us that he piled the leaves around the trees and then clears them up periodically, as and when they will fit into his brown bins. He also told us that he pays for a Council approved tree surgeon to survey and work on the trees every few years.
Nick requested that people stay off his property. A discussion followed where concern was expressed regarding the health of the tree, Tim Kett agreed to speak again with the conservation officer and if possible, arrange a discussion on the best approach to manage the trees and leaves in the area to avoid any further issues.
Phil Thomas commented that Construction Traffic is causing problems to the trees on the through roads in the Conservation Area. Tim said he will look into it. Tim also asked if residents are informed when building work is taking place. Andrew Cawdron replied “Only if there are very large planning applications.” Nick Hatton added that a significant amount of his lawn has been eroded during building work. Richard Claxton commented that builders should right any damage. More comments were made about damage occuring over a period of time due to lorries and heavy plant. Tim pointed out that Planning Application Notices display how to comment. The Residents Association can look at future planning applications and comment. The representative from the Parish Council will also act on any planning notices raised in the area to ensure that the developers are aware they must repair any damage caused during construction to the surrounding areas. In the case of the current development in the South Walk area, Tim is prepared to write to developers to request that they put right any damage. He asked if anyone had any before and after photographs.

4.2 Litter along Green Lane Last Sunday (30th Jan 22) Neil Stockham was out with other volunteers to clear up lots of litter along this route. Some of the rubbish has been deposited by users of the new MacDonald's in Broadland Park.
Neil has spoken to the MacDonald's Branch Manager who supported him by loaning litter picking sticks, gave him bin bags and requested all the rubbish collected should be returned to them for disposal. The manager informed Neil that the staff at MacDonald's clear their site 3 times per day of rubbish, but they are not allowed to go outside of their site.
The next village litter pick is planned for 27th February. Neil will advertise this event on our local Facebook site and put up a note near the Book Nook, in the hope that more volunteers will get involved. Tim will raise awareness via the TEGVRA site. TEGVRA members and those in the meeting thanked Neil and his volunteers for their much- appreciated work.

4.3 TEGVRA website Tim would like to update the TEGVRA website and offered to work with Richard Claxton to do this. Richard agreed.

5.Treasurer's Report by John Murrell The HSBC Roads Fund account has now been closed due to the bank's imposition of a £5 per month charge. The amount transferred to the General account was £1,857.25 The balance on the General Account is now £2,192.99 Page 2 of 6 TEGRVA Feb 22 Meeting Minutes 3. Separate memo accounts will be maintained of the General and Roads funds in the future.

6. Issues affecting Thorpe End Andrew Cawdron congratulated Tim on our new TEGVRA logo. Tim brought a problem regarding the alleyways between the top of Seppings Way and Padgate to our attention. The bushes near the substation are becoming very overgrown and has contacted the Power Network Company that manage this area, they have advised this will be looking at during their next periodic maintenance review in the next month, also raised was the issue of the path becoming smaller each year. Tim will ask the residents to investigate the cutting back of the hedge. Damage to the barrier around Broadmead Green was highlighted. Andrew Cawdron informed us that this has been reported to the Parish Council and will be dealt with as soon as they can appoint another handyman. It was also mentioned that the rails within the hedge on Broadmead Green may need to be removed as rotten and look unsightly. Richard said he will look at this but once again this can only be mended when a new handyman has been appointed.

7. Parish Council Update by Andrew Cawdron. The Walled Garden Committee want to extend the facilities there. They are planning to install a large greenhouse. The amenities on the Plumstead Playing field are to be improved, including the addition of new changing rooms. Several clubs will benefit from these. A pathway is planned around the Roseberry fields, a wilding area is to be created and 100 small trees (whips) are to be planted in March. This is all part of the Queen's Platinum Celebrations. There will also be a special Walnut tree planted in Great Plumstead to commemorate this event. Flooding work is planned at Hare Road by County Council. Neil Stockham mentioned that Bridge Signage has just been abandoned in Green Lane and questioned whether this should be collected by the Highways Dept., Richard Claxton will contact Broadland District Council regarding this. Andrew Cawdron told us that the rotten wood next to the tree which was cut down on the Village Green at the top of the Boulevard, has been left there deliberately for the benefits of beetles, insects and other wildlife. Tim will publicise this. The path from the Village Hall to the Broadland Northway Road will be paid for by developers working on the new development in Green Lane North (Rackhealth), whenever the building work takes place. A developer now owns Dairy Farm on Plumstead Road and has given notice to the current occupants, whilst there appears to be no plans for building in place at the moment, TEGVRA and the Parish Council will both monitor this going forward. It is hoped that any development will allow for additional recreational space to be obtained by the village. (additional comments in AOB) A member of the committee commented that the path and the trud (unpathed area just after the

Dussindale junction and in the TSA town) which has to be navigated alongside the Plumstead Road, is not safe and pedestrians risk being soaked by cars when it is raining/has been raining, because the road drainage is so bad. Andrew Cawdron suggested compiling a petition to Ian Mackie about this. Richard Claxton said that this path will eventually be created and paid for by the developers of properties in the woods nearby and the builders of the roundabout. Tim noted that the planning on the proposed new roundabout doesn't have a crossing. Richard said he has lobbied for safety measures here and elsewhere in the village for years. A member told us that the flashing sign on the way from the city to Thorpe End needs fixing. Richard said he had reported it numerous times to the Highway Dept., He will report again. It was queried who owns the land on the Village Green near Plumstead Road and wondered whether we could plant more trees there. Richard Claxton explained the land on the green is privately owned except for the land where the dead tree stood, whose ownership is unknown. The Parish Council paid for the felling of the dead tree due to safety concerns. They are looking at planting a replacement tree on that land. Peter Ibbett queried the loss of a tree on the corner of Seppings Way. Richard Claxton said he had no knowledge as to the removal and would look into it. Richard Claxton informed us that the Parish council cut the grass on the Village Green to keep a uniform look, otherwise a 'patchwork' look would be created by the owners. A discussion took place regarding the trees removed outside the garage at Thorpe End. If it can be determined who owns the land where the dead tree was removed, we may be able to plant new trees for the Platinum Celebration. Richard and Andrew will push within the Parish Council for an investigation. Tim requested a map of the plots of land. Previous suggestions for a bus shelter were raised. Richard pointed out that historically any modifications on the green have met with violent opposition from the residents.

8. TEGVRA Policies to be reviewed. It was agreed that it was a good time to review all policies for the Association and Tim will take this on over the course of the coming months.

9. Unadopted Roads Committee Report After the sad loss of Julian Shelley, the group will continue with the current 4 members + the Ex- officio members, sharing the responsibilities until a revised structure and chairperson can be agreed. The existing Roads Committee are: Andrew Cawdron, Eliot Barker, Colin Wade and Kevin Piper. Ex-officio Members Tim Kett, Jackie Ibbett, John Murrell. A volunteer chairperson is needed. Andrew Cawdron said they really need to obtain contact information from Julian's widow before moving forward and will undertake this activity. It was left that the Quorum of 4 would work on this and report back to our next meeting.

10. AOB Jackie Ibbett had been asked by a resident if another bench could be placed within the play area. Ideally the resident would like a picnic table. Paul Elsey explained that picnic tables were not a good thing because they encourage people from beyond the Parish to drive down, inconveniently parking in dangerous areas and not necessarily take care of the play area. Richard Claxton and Andrew Cawdron said that a bench should indeed to possible to place there to replace one which had been removed due to being unsafe. They will take this request to the Parish Council. Peter Ibbett asked if any more building is taking place which will have a Thorpe End address? Richard and Andrew talked about the triangular piece of land which adjoins the woods, (land almost opposite Green Lane) which has planning permission for 44 properties. The development in Rackheath is within our Parish. The CIL monies come into the Parish. Dairy Farm has been sold to a developer and the occupant has been given notice to leave.
A large development is expected on this land. This development may well be absorbed into Thorpe End, as the house which has recently been sold near the railway line has a Thorpe End address.
The lack/loss of green space /woods were lamented generally. A woodland walk behind the Village Hall would be welcome. Tim pointed out that we sorely need a green area for football etc., for the children in the village over 12 years old. Richard Claxton pointed out that we can't stop the progress of building work in the village, but we can ask to secure a play area for football etc., Neil Stockham queried the Neighbourhood plan which stated preserving spaces within Thorpe End. Andrew Crawdon explained that the Greater Norwich Plan supersedes any local plan. The loss of our identity as a village was felt generally. Nick Olney asked if there was any more news on the sewers. Richard replied that it has all gone very quiet for the moment. Tim commented on the emptying of the Aga shop. Until Planning is requested, we won't know what will go into the space but again this will be monitored by TEGVRA and the Parish Council. It was also raised if there was an enforceable restriction on having a bar or restaurant selling alcohol within the village. Richard informed us that there is no one left to enforce the covenants regarding the sale or manufacture of alcohol or any of the other covenants in the village, but any licenced premises would still have to go through the required planning and approval steps. Kevin Piper said he would like to thank whoever was responsible for the litter collection in Green Lane and offered to help should this take place again. He also asked if it was possible to leave an expanse of land uncut on the Village Green to encourage insects etc., Andrew said he had tried to persuade the Parish Council to extend the mowing periods but hadn't been successful. He also discussed the branding and naming of our resident's group. There is a wilding area near the church and there are plans to create a wild meadow in the field behind the Village Hall. Page 5 of 6 TEGRVA Feb 22 Meeting Minutes It was queried when the Road Sweeper will be visiting next. Andrew Cawdron will take this issue to the Roads Committee. Tim noticed that the drains near the hedge (behind where the bench is positioned) are blocked with leaves etc., He asked that the Parish Council be informed. The meeting concluded at 9.15 p.m.

Minutes of Meeting Thursday 17th

The minutes of the meeting held on 4th July 2019
It was proposed by Andrew Cawdron and seconded by Richard Claxton that these be agreed as a correct record. ALL AGREED.

Matters arising from previous minutes Staining of the benches on Padgate Green, support for tree and the silver birch trees.
The staining has been done but there is still one slat to be repaired. The support for the leaning tree has still not been provided. It is the first tree on the left hand side nearest Padgate. The silver birch trees trimming should be looked into next year.

Cutting of foliage around the western approach to the 30 mph signs.
Jill Hughes reported that this has been done.

Proposed path from Broadland Drive to the Parish Hall.
The path is almost completed. The section next to Broadland Drive has not been done because a householder threatened the contractors with physical violence if they did it. The work will be completed in the future and the police will intervene if necessary.

Proposal for a path from the Parish Hall to the railway line.
The Parish Council will have to wait for a planning request to build on the Barker’s Farmland and then they can request that the path be made part of that.

Proposal for the Parish Council to take responsibility for all sections of Thorpe End Green that have no owner.
This is still being looked into. The Land Registry needs to be investigated.
Motorbike noise
The noise from motorbikes racing around near the Macro Roundabout and the Driving Test Centre up until 1:30am has currently gone away.  Complaints phoned into the police saw them involved and there was also support from Cllr Ian Mackie and local residents who explained the issues to those causing the noise. The fact that winter is approaching may also be a factor.
Racing on the NDR is also a problem and this requires police speed checks.
Treasurer’s Report
John Murrell issued the accounts to 30/09/2019 which showed a reduction in funds of £268.43. However, only one invoice has been received for rental of the room used for our meetings.
The Unadopted Roads Account shows a reduction to £1,564.63. There is still £710 outstanding from two households for the last resurfacing of the private roads.
John recommended getting legal advice about pursuing the situation of residents’ liability for payment. After discussion all AGREED that this action should be taken.
Update since the meeting: Margaret Shelley has spoken to the new owner of the property in Lawn Crescent who was not aware that there was any money outstanding. Since this meeting a cheque from the previous owner for £350 has been received. That leaves one debt of £360 from a property in Woodland Drive.
Report on the drainage work over the summer and the need for re-painting white road markings
Andrew Cawdron said we can ask the Parish Council to take this up with Highways, but it will probably have to wait until some outstanding work has been done.
Flooding of sewerage in Lawn Crescent and Woodland Drive is still an issue. Some properties have already been flooded, and there is concern about further properties being flooded in the future.
Surface water coming off the road is a big issue. Julian Shelley said that blocked drains in the road are one of the problems. Eliot Barker is to meet with Anglian Water. It was thought that Highways need to be involved as well. Julian Shelley, John Murrell and Maria Ghigi volunteered to assist Eliot.
Update since the meeting: Julian has cleaned out the drains at the corner of Lawn Crescent/Woodland Drive and also the one at the corner of the Boulevard and Woodland Drive and riddled through to the ditch.
Unadopted Roads Committee Update
The only item was covered in 4 above.


Parish Council Update Andrew Cawdron updated the meeting on the “Walled Garden” project in Little Plumstead. The wall itself is being made safe, including new buttress replacements. The Parish Council want the garden to be an amenity for the whole parish, with the shop and Post Office for Little Plumstead. Rosebery Road development. Money will be generated for the council; local residents would like a play area for children and a walkway. The Neighbourhood Plan is heading into its 5th year and will now be updated. Minor amendments can be made without having to go back to the parish for a vote. AOB

The minutes of the meeting held on 28th February 2019
It was proposed by Andrew Cawdron that these be agreed as a correct record.  Eliot Barker seconded the motion. ALL AGREED.

Matters arising from previous minutes Staining of the benches on Padgate Green and support for tree.
There was a problem with the bars that meant two sections had to be joined together.
The need for cutting back the silver birch trees was discussed. AC said that a Tree Management policy will come into force next year. AC & RC will take the issue to the Parish Council.

Maintenance of the oak trees in Thorpe End was also discussed, particularly regarding the ivy around the trees and the protection of roots. Norfolk County Council are responsible for these trees.

JH2 has inspected foliage and complained again. She was told it will done within 6 weeks.

Proposed path from Broadland Drive to the Parish Hall.
No real progress. NCC have the finances but there is no plan of works. It will be raised at PC.

Proposal for a path from the Parish Hall to the railway line.
Barker’s Farm has been sold and a planning request to build on the land is expected. The path could be made part of that.

Proposal for the Parish Council to take responsibility for all sections of Thorpe End Green that have no owner.
This has been accepted by the PC and the clerk is investigating.

Treasurer’s Report
JM said there was nothing to report since the last meeting.

Unadopted Roads Committee Update MS reported that Mr O’Connor has still not paid his share the resurfacing cost. His property is now up for sale. Julian has written to Brown & Co explaining that the existing tenant or the new one must pay the amount due. AC expressed concern about the number of delivery vans using the road and the effect it has on the road surface. JM suggested a KEEP LEFT sign at the top of the Boulevard to stop people driving down the ‘wrong way’. It was proposed that the Roads Committee should look into this.
Parish Council Update AC reported no PC items directly affected Thorpe End, apart from those mentioned above. Items indirectly affecting Thorpe End included: The Walled Garden project is still locked in land negotiations and it cannot be started until these are resolved. He would like to see it commence before winter. Some land will come to the PC as part of the Rosebery Road project. A grant of about £22k has been received for road signage. Possible development at Postwick roundabout for a fuel station/fast-food outlet. AOB The road through Thorpe End will be closed during school holidays for installation of cellular drains between Broadland Drive and the ‘old post office’. Two weeks prior to this, and possibly afterwards, there will be traffic-light controlled access. A shuttle bus service will run from the Green to Green Lane. Concern was expressed about the Oak Tree roots (see above). Motorbike noise is still a problem, as also is car noise. AC will raise the issue with Cllr Mackie.

  3. Approval of the Minutes of the AGM 24th November 2016
    It was proposed by Margaret Shelley that these be accepted as a correct record. John Murrell seconded the motion. ALL AGREED.
  4. Chairman’s Report
    1. RW reported that the seat in memory of the late Mrs Margaret Scott has been installed on Broadmead Green and that it complements the existing seat.
    2. The village noticeboard has been relocated to the inside of the thatched bus shelter.
    3. The village sign, which had been vandalised, has been repaired and is awaiting installation.
  5. Committee Reports
    1. Unadopted Roads Committee Report
      Julian Shelley’s written report was accepted by the meeting. There was discussion about the drainage, which is covered in (8) below.
    2. Treasurer’s Report
      JM issued the annual accounts. The balance in the General Account has been reduced by £176.63 to £199.18. Some money may need to be drawn down from the Broadland District Council (BDC) Loan Account next year. A question was asked about this BDC account and no-one was exactly sure of its history. It will be looked into.
      A new signatory is required for the Bank of Scotland account. It was proposed by Andrew Cawdron and seconded by Margaret Shelley that Eliot Barker should take on this role. ALL AGREED.
  6. Election of Officers
    Andrew Cawdron & Richard Claxton are ex-officio Members.
    Chairman: Ray Walpole was proposed by Andrew Cawdron and seconded by John Murrell. ALL AGREED.

  7. Parish Council Update
    AC reported:
    1. The provision of a defibrillator for Thorpe End is now in the Parish Council (PC) budget. However, with the demise of the Post Office a new site is being sought. St David’s Church Hall has been suggested and this is being pursued.
    2. The Finance Committee agreed a 3% increase in the parish precept for next year. There has been extra income from the CIL receipts from the Little Plumstead hospital site and also section 106 agreement funding. Areas being considered for development include changing rooms at Great Plumstead, the community walled garden and playground equipment.
    3. The company set up by BDC and Norfolk Property Services will be developing the Rosebery Road site. 20 properties will be built, 7 of which should be “affordable”.
    4. There are 2 vacancies on the PC.
    5. AC is tidying up the war memorials for the 2018 anniversary of the end of WW1.
    6. The Church and Parish magazine will no longer be produced after the December issue. The PC are discussing the situation.
      There was a lengthy discussion on how a means of communication with the parish could continue in the future. The conclusion was that it would have to be electronic rather than paper based. SC volunteered to deal with the IT side of this. The current editor will be contacted by AC and SC for her advice on how the editorial side could be progressed. The PC will need to be involved.
  8. Update on Planning and Infrastructure issues affecting Thorpe End
    1. Planning permission has been granted for the ‘Brook & Laurel Farm’ roundabout. The first areas of this site to be developed will be close to Plumstead Road.
      Thorpe End is affected by sections of this development and also the Salhouse Road one, but not by the main development area.
    2. Drainage from the Salhouse Road development will be through Thorpe End. With the current system at maximum capacity and well-documented regular problems caused for those living near to the pumping station, obviously upgrades have to be made. There is talk of the current 6” pipes through the village being replaced by pipes up to 4’ wide. They would gradually increase from the new development to the pumping station at the end of the Boulevard/Woodland Drive.
    3. The recently completed mini roundabout at the end of Broadland Drive is a big improvement even prior to increased traffic volumes expected when the NDR opens. However, some vehicles have been driven straight over it without slowing down. This is probably due to the lack of illumination and positioning of the signage. AC has already passed on comments about this.
    4. A vote of thanks was expressed for the work undertaken by Alf Townly in getting the new footpath installed.

  • Matters arising from previous minutes
    • Staining of the benches on Padgate Green, the ‘leaning tree’ and minor repairs to play equipment
      It was thought that the play equipment has been repaired. The benches are on the repairs list and AC has chased up.
    • Siting & Installation of the defibrillator
      The defibrillator has been purchased for the Church wall and is available for the installation and wiring. AC to ask RC / Clerk to place location onto Parish website when installed. (Debrillator now installed.)
    • Cutting of grass/weeds on BDC’s triangle of land
      Ragwort has now stopped growing and some site investigations have taken place.
    • Cutting of foliage around 30mph signs.
      Done for the Eastern approach. Still slightly obscured from the West.
 
  • Treasurer’s Report
    • AC reported from the treasurer’s report statement dated 30th September 2018.. HSBC has £525.70. incl. a £500 top up from the BDC Loan Account. HSBC Unadopted Roads Account has £1,731.58 which includes a payment, 2/3 for Public Liability Insurance and the Loan Account reduced by £500.00 to £2,539.92
    • The rental of St David’s Lounge will increase in January by £2.
  • Unadopted Roads Committee Update
    • Laurel bushes growing over the road are still a problem. Otherwise no particular updates available.
 
  • Awareness of the new mini roundabout, raising of centre and edges, new white painting
    • TEGVRA still believe it would provide better information than the current “New road layout” ones but there was less of an issue as the majority of drivers had “become familiarised” with the layout.
    • The path from Broadland Drive to the Parish Hall was raised again. AC has contacted NCC for a proposal and price with the support of the Parish Council. A new Engineer has yet to take the place of Chris Mayes who has left NCC.
    • The possibility of a permissive path from the Parish Hall to the railway line was raised at Parish Council. Feedback from the Chairman was not optimistic, but AC would continue to follow up as the new cycleway along the Bittern line was progressed.

  • Parish Council Update
    • There was a discussion about the Walled Garden/Shop project and the lack of car parking spaces. This does not directly affect Thorpe End and, therefore, has not been recorded in detail, except to say that there are further PC meetings to discuss it. A Planning Application has been made for the Community Shop. Clearance of vegetation costs and wall survey costs are being requested for PC approval at December meeting.
    • There has been no change with the “Sprowston/Salhouse Road Development” since the last meeting.
    • There is also little sign of Lothbury trust activity other than a new screening request for a new site area to the South of Smee Lane for a further 500 houses. Parish has written objecting urbanisation.
    • AC explained that the Parish Council were actively involved on three Parish Projects, namely the new area of land at Rosebery Road, the walled garden site and improvements to facilities at Gt Plumstead as well as the War Memorials maintenance (now complete), the footpath at Thorpe End and looking at how the Scouts Hut facilities might be improved.
       
  • AOB
    • EB reported that there is still the noise issue with motorbikes racing on public roads. Additionally, noise from vehicles on the NDR can be heard at times, but traffic numbers using the Plumstead Road and particularly Green Lanes, appear to have decreased.
    • Suggestion and approval that Village Hall activities could be posted on the Parish web-site and Thorpe End facebook page if RC could action.

  3. Matters arising from previous minutes
    1. There has still been no response regarding clearance of the weeds that are taking over the footpaths on the village green. RC will yet again chase Chris Mayes about this. Meanwhile the weeds are taking over more and more of the paths and getting more deeply rooted.
    2. Position of curbing when the new roundabout is put in: RC reported that it is not clear from the plans where the curbing will be. He will ask Chris Mayes about this when chasing (1) above.
    3. The re-staining of the benches on Padgate Green is still outstanding.
    4. The glazing of the bus shelter rear windows has been authorised. If the windows are vandalised they will not be replaced.
    5. Still no progress with the provision of the defibrillator for Thorpe End. RC will raise it again at the next Parish Council meeting.
    6. Bench for Broadmead Green in memory of the late Mrs Margaret Scott: details of the bench (to match the existing one) and where to purchase it were sent to the family. RC will contact them.

  5. Unadopted Roads Committee Update
    MS reported that Julian has cleared some of the drainage gullies. There is an almost total lack of volunteers to help with tasks like this one.
  6. BDC Planning Committee Meeting 12 July:
    Brook Farm 20170421 – proposal to vary planning conditions;
    2016 1873 – Road Improvements comprising new junction arrangement(s) and footways – Land at Plumstead Road Thorpe St Andrew

    The views from TEGVRA had again been sent prior to this meeting. AC had been authorised to represent the Parish Council and he made a presentation. As there was a lack of commitment from the developers to complete the link road, the variation to planning conditions was not passed.
    However, our proposition to one move the Dussindale exit into the new roundabout was rejected.
  7. Other local developments including the NDR
It was planned that the NDR construction should be serviced from the Postwick junction, but due to severe building delays the traffic is now passing through the villages, including Green Lane.
There was a lengthy discussion regarding the unsatisfactory position we are in with all of the actual and proposed developments.

  1. Update from latest Parish Council meeting
    AC updated the meeting with the following:
    1. The PC is trying to make progress on the community garden in the old hospital site.
    2. The hospital would like a community shop to help with the rehabilitation of their patients.
    3. There is the possibility of a new pavilion for Gt Plumstead playing fields that would include changing facilities. The Bowls Club hall is in need of an upgrade and could possibly be part of this, including space for short mat bowling.
    4. The proposed development of the exception site behind Rosebery is now for 22 properties
    5. Advisory note regarding the application near the Brick Kilns

    1. Our parish councillors keep asking about clearing the weeds that are taking over the footpaths on the village green. RC will write to Chris Mayes again, with a copy to Ian Mackie.
      JM mentioned the damage to the grassed area on the corner of Plumstead Road/The Boulevard, caused by an 8-wheeled lorry backing in. The churned up ground turned to mud and ended up in the drain. He asked if this area will be curbed when the roundabout is put in. RC will look at the plans.
    2. The re-staining of the benches on Padgate Green is still outstanding. David Johnson will be doing the job and is currently very busy with other parish work.
    3. A costing is awaited for the possible glazing of the bus shelter rear windows.
    4. The provision of the defibrillator for Thorpe End was again raised at Parish Council, having previously been overlooked. RC will ask for it to be put on the next agenda.
  4. Treasurer’s Report
    JM reported that the rent for the room being used for these meetings and the public liability insurance have been paid. The account balances are tbc.
  5. Unadopted Roads Committee Update
    MS reported that Julian is hoping to find time to clear out the drains – volunteers to assist would be appreciated.
  6. Update from latest Parish Council meeting
    RC updated the meeting with the following:
    1. A new football team, Dussindale Rovers, want to use the Great Plumstead pitch and are keen to upgrade the changing rooms in the village hall. Presumably parish children will be able to play and it will be good for the whole community.
    2. The post box in Great Plumstead is on a corner, making it dangerous for cars to stop there. The PO has been asked to move it.
    3. Trees will be planted higher up the NDR mound, as requested in the “NDR Bund” discussions at the February PC Meeting.
    4. There are problems at the Little Plumstead hospital site with the roads and play area not being adopted.
    5. There were discussions on current planning applications (see 7 below).
  7. Local Developments, including the Phased Link Road
    MS has sent the letter from TEGVRA to Broadland District Council expressing our concerns with Planning Application Number 20170421 regarding the Link Road not being built prior to development. Lothbury are applying to build 263 of the 600 dwellings plus the commercial buildings whilst leaving Green Lane open; traffic will still go under the existing railway bridge. It would have a dramatic effect on traffic volumes along Plumstead Road. For the next phase Green Lane might be closed, with traffic re-directed to the new roundabout. It was noted that Lothbury are mainly commercial builders.
    There is also the issue with the Salhouse Road developments, where the Link Road does not “join up” on the two plans.
    Comments can still be sent to BDC. There is a section on both the TEGVRA website and Facebook page.
  8. AOB
    Costings for the bench to be put on Broadmead Green in memory of the late Mrs Margaret Scott have been sent to the family. As nothing has been heard from them, RC will send an email to find out the current position.

    1. MS asked if there had been any response to our request for a meeting with Broadland District Council re. their plans for the triangle of land Site GT8 adjacent to Plumstead Road/Heath Road. RC said that it was in the hands of their subsidiary company, NPS, which deals with housing developments.
      A discussion followed about the Link Road and how it duplicates the NDR. It was agreed that the Parish Council and Residents Association both need to be involved in the positioning of the roundabout on Plumstead Road, and whether a roundabout would be needed as there is to be a Traffic light junction on the Salhouse Road in place of the roundabout originally proposed.  MS to check with Andrew Cawdron if he had received a response from BDC/Cllr Vincent. If not MS will draft a letter, which RW will sign, to BDC.
    2. It was noted that the defibrillator has not been installed on the wall between the Post Office and Pymms. RC will ask when this will happen.
    3. PE explained that the request for glazing the bus shelter windows related to the thatched shelter on the green, which is used by people waiting for buses in wet or cold weather. This will be put to the Parish Council, who do currently have funds available.
  4. Unadopted Roads Committee Update
    MS reported that the new resident has paid the outstanding £600 on their property. Two properties still have money outstanding, totalling about £450.
    There were lengthy discussions about flooding on Plumstead Road at the Broadland Drive/Woodland Drive junctions and sewerage coming up in the road and people’s garages. The main causes are:
    1. Rain water draining into the foul drainage system (sewer), probably from property extensions.
    2. Drains not coping with surface water during heavy storms.
    3. Drains not being maintained and becoming blocked.
Julian Shelley, Eliot Barker, Andrew Cawdron met Chris Mayes to discuss the recent flooding issues. He has been asked to look at the drainage on Plumstead Road in conjunction with the “NDR Roundabout” being built next year. MS will check with AC if the roundabout plans were sent to CM and whether Mark Kemp (NDR Team) has been involved in the drainage issues on Plumstead Road. Details of the surface water drainage of new roundabout at Broadland Drive/Plumstead Road need to be discussed with NDR Team. MS will write to CM/MK. RW will ask if there is a date for this at the next NDR meeting.
JM has had his garage flooded twice and Justin Arnold told him
that the main problem is surface water being fed directly into the foul drainage system.
The possibility of “Broadland Drive” sewerage being diverted into the new development’s sewer was discussed. This was thought unlikely, but the question can be asked.
  1. Update from latest Parish Council meeting
    The PC Review Team is looking at the action points in the Neighbourhood Plan to see where the CIL money could be spent.
    RW reminded the meeting that the woodland walk was to be extended. RC said this is part of the development plan.
    The PC walk-around has been undertaken in Thorpe End and now has to be done in the Plumsteads.

    The Trod was discussed at PC and Ian Mackie has taken it up with Thorpe St Andrew Town Council with a view of there being a joint approach.

  4. Speed bumps for Plumstead Road either side of the pedestrian crossing.
    RC reported that a SAM2 sign, which displays a vehicles speed, will be rotated around the 3 villages.
    JM said he was in favour of a 20 mph limit through the village. It was questioned as to whether this was possible on a ‘C’ class road.
    The conclusion was to re-visit this suggestion after the roundabout has been constructed because due to its nearness to the crossing it should reduce speed anyway. The eastern end of the village will need to be considered as well, again, after the new junction has been completed.
  5. Maintenance Issues
    1. Footpaths on the village green
      These continue to get narrower with grass, weed and mud ingress. The problem is now as bad on the north side as well. RC will email Chris Mayes with a copy to Ian Mackie.
    2. The benches in the Padgate play area need staining. RC to report this.
  6. Treasurer’s Report
    £600 has been received and banked (see ‘4’ above). Otherwise no other changes.

Postscript re. triangle site at Plumstead Road/Heath Road (3a)
Andrew Cawdron has been in contact with Phil Courtier Head of Planning at BDC, a meeting is to be arranged in early September, before Sept PC meeting, to discuss BDC proposals for the Triangle site at Plumstead Road/Heath Road which has recently been purchased by BDC. Issues to be discussed include:
- Road alignment through the site to try and get the proposed alignment moved closer to the woods and further from Thorpe End to join Plumstead Road at top of Dussindale Drive, as original proposals many years ago;
-requirements for Junction of now downgraded Link Road through the site with Plumstead Road, can this be down graded to Traffic lights as proposals on Salhouse Road or smaller roundabout;
-number and type of dwellings, site although in TSA is seen in context of Thorpe End, could smaller number of self/custom build houses be promoted - better fit with character of TE Cons Area than housing estate;
-Land ownership issues at top of Dussindale Drive, what land is owned by Pelham / Lothbury, and how does this impact on junction alignment.

    3. AC reported that there was still no progress with the Brook Farm development plan.
    4. RC reported that the wheelie bins have been moved back to the front of the houses.
    5. Still no action to kill the weeds on the path on the south-side of the Green.  Norfolk CC Highways says it is difficult to remove weeds from the path without disturbing the ‘hogging’ surface. It was noted that the first time they attempted to clear the weeds it was not done properly or even finished. Norse killed weeds around the playing equipment and after two years they have not reappeared; could the same process be used on the paths? MS agreed to pursue this.
    6. The replacement of the ‘Trod’ with a proper path was raised with the NDR Liaison Committee. It was said that there is no money to do this. There is no will on the part of Broadland DC to construct a path between Thorpe St Andrew and Thorpe End. It was agreed the best way forward is via Ian Mackie and TSA Town Council. AC agreed to write to District Councillor Sean Vincent with copy to Ian Mackie.
    7. The request for a defibrillator for Thorpe End was raised at Parish Council and was agreed. Richard has agreed to it being positioned on the Post Office wall. AC will deal with this.

  4. Roads Committee Update
    Julian and Margaret Shelley received complaints from people on Lawn Crescent about the amount of stone on the road. JS cleared it. A letter requesting volunteers to form a working party to deal with the loose stones met with no response. David Giblet (Kier Contractor) had been contacted and a meeting is to be arranged. MS will report back to the next meeting.
    The signs at the top of The Boulevard and Woodland Drive will be cleaned as soon as weather permits.
    The new drainage is working well, but MS said the drains must be kept clear.
    No more of the outstanding money has come in.


  5. Treasurer’s Report
    There was no report this time.


  6. Site for memorial seat for Jennifer Walpole
    RW has the seat. A suggestion from Chris Mayes to place it near the bus shelter opposite St David’s was rejected;
    siting on the east side of St David’s Drive, near the big tree, was agreed. RW will complete the official form for this to proceed. It was noted that the tree might need trimming.
    Whilst discussing this, it was noted that as part of the NDR project, the footpath from St David’s Drive will be extended as far as the Post Office. PE asked a path from Broadland Drive to the Parish Hall could be provided as well. RC will take this up. The possibility of using Community Infrastructure Levy (CIL) money was mentioned.


  7. Vehicles blocking the pathway opposite the Car Sales site
    PE reported that vehicles sometimes block-off the start of the path opposite the Car Sales site causing difficulties for pedestrians. Could the double yellow lines be extended to beyond the path? MS will add this to her list of items to discuss with Chris Mayes.
    Vehicles, often vans, parking on the double yellows do cause issues for cars, cyclists and pedestrians.


  8. Update from latest Parish Council meeting
    AC reported that at the last meeting the planning request for two new houses behind the Post Office was discussed. The grass on the Village Greens will definitely remain in the parish grass cutting programme. The rest of the meeting was mainly about finances.
    The parish clerk has resigned and a new one is being sought. The job entails working 21 hours per week, paid at market rate.


  9. AOB
    1. AC mentioned the holes appearing in the end of Percy Howes Close.
    2. The holes have reappeared in the road outside Pymm’s, Tea Bags & Shoes and the Hairdressers. With this being a private road it has to be up to the premises owners to deal with the repair.

UPDATES from MS: Actions
3 (e): Response from Chris Mayes:

1)    The weeds on the path along the green will be weed killed again this year and should receive 2 treatments which will hopefully resolve the issue. We will also couple this with some further siding out of the path
to prevent them becoming established on the edges. This will take place during the spring.
 

2)    I have asked the NDR team to respond regarding the provision of a footpath ­ they will contact you direct.
 
3)    It is unlikely the current waiting restrictions could be extended into Broadland Drive. All waiting restrictions in the highway have an associated Traffic Regulation Order (TRO) in place which make the restrictions legally enforceable. To extend the lining would require adjusting the TRO accordingly for which there is a significant cost in terms of legal and statutory consultation. Only sites where there is a proven need for making a change to the existing order (normally associated with an unacceptable accident record) would be considered for funding to make such an adjustment.
 
 
4. I cleaned the signs at the top of The Boulevard and Woodland Drive and gave the road name signs a wash yesterday and moved the loose stone at Woodland Drive Green Lane junction. Will leave the gravel on The Boulevard until we have met David. The posts on The Boulevard sign at the junction with Woodland Drive are rotten and we possibly need to look to repair these at some point. The signs at Green Lane Woodland Drive will probably need painting this year as well.
 
UPDATE from AC: Actions
3 (a): I am advised by Amey (the street lighting contractor for Norfolk) that the lighting on Padgate is programmed for renewal in 2017.

    5. AC reported no further progress with the Brook Farm development. This led to a discussion about the proposed new roundabouts at Green Lane and then NDR related issues including Middle Road, the proposed roundabout at Broadland Drive/Plumstead Road and speed/vehicle number checks on Plumstead Road and Green Lane. Concerns were expressed that the link road may not be completed and RW asked AC to check if there was any thing we need to follow up. AC agreed to look at the plan.

  4. Roads Committee Update
    JS has received a letter complaining about rat-running traffic on Woodland Drive. This has been discussed severable times in recent years; some residents are in favour of closing the through route, others against. It is believed that most of the culprits live on the Broadland Drive development. JM suggested closing the through route once a month to put regular abusers off. The matter will be put on the AGM agenda.
    Three residents have still not paid their share of the resurfacing work. The matter is being pursued. The Roads Committee will meet again prior to the AGM.

  5. Treasurer’s Report
    JM presented the accounts to 30 September 2015.
    He reported that HSBC had incorrectly twice bounced the cheque to Keir for the resurfacing work. As a result of complaining they have offered compensation, which has not as yet been accepted. RW thanked JM for all the work he has put in on this matter.

  6. Wheelie Bin Issue
    A complaint has been received about the wheelie bins in front of houses on Plumstead road. RC agreed to write to the householders concerned.
    PE mentioned the way wheelie bins are left on the paths after being emptied. It was suggested Veolia should be contacted directly about this.

  7. Thorpe End Paths
    PE reminded the meeting that the weeds on the ‘new’ paths still have not been cleared. MS has raised this with Chris Mayes. RC agreed to take it up again.

  8. NDR – ‘Trod’
    Following recent publicity, RW recommended raising the issue of the path with the NDR liaison committee. After discussion it was suggested he raise it with Ian Mackie.

  9. Broadland Way
    RW gave a brief update of this NCC project.

  10. Great & Little Plumstead Walk
    From a 1981 map there is a 5½ mile walk that is still feasible today. RW is trying to get the school interested and has produced some questions that could be answered during the walk.

  11. Update from latest Parish Council meeting
    AC reported that at the last meeting much time was spent discussing the proposed new development on Church Road Great Plumstead. Objections from residents are being passed on.
    A £32,000 new homes bonus has been received.
    Parish Council representation is now at full strength.

  12. AOB
    1. The possibility of a defibrillator for Thorpe End was discussed (both Plumsteads now have one). It was agreed it would need to be in the centre of the village and would need power. AC agreed to follow up a suggestion and if there was agreement, it could be put to Parish Council.
    2. A planning application for a garage at a house on Plumstead Road was discussed with regards to the building line. It was agreed to leave the matter to the planners.

2.      Approval of Previous Minutes

Minutes of the previous meeting on 17 July 2014 were approved by those present.

The meeting due in October had been cancelled due to the low number of members able to attend.

3.      Actions Outstanding/Arising from Previous Minutes

Under item (5) ‘Thorpe End’ - agreement with NC Highways, a few of these actions have been completed, but the rest have not, including point 2, to fill in ruts along Plumstead Road, and 3, 4 & 7.  To contact Alf Townly for an update on these. Otherwise MS offered to follow up with Chris Mayes. 

4.      Report back on meeting with Broadland District Council (Area Action Plan)

There was a meeting on 4th December 2014 between representatives from TEGVRA (MS, AC, WV and Alf Townly) and Phil Courtier (Head of Planning), Paul Harris (Principal Planning Officer) and Adam Banham (Senior Planning Officer), to raise concerns about the Area Action Plan (AAP) and the adverse impact of proposed developments on Thorpe End village.

After the meeting, Paul Harris sent a summary note on 22 December 2014.  Members who had attended felt this response was not fully representative of the meeting content, but more of the Council’s take on what we should be saying.  Members were concerned that issues they raised would not be taken into account in the planning process.

Concerns raised by TEGVRA included:

·        Provision of link road between Broadland Business Park and the Plumstead Road, and Green Lane to be closed to through traffic, should be AAP policy before any housing developments go ahead.

·        Proposed roundabout built between Green Lane and Dussindale junctions, resulting in three road junctions in close proximity.  Concern over safety of school children walking along this road and having to cross three busy junctions.

·        Triangle of land (GT8) should not be allocated for any housing, as it maintains separation between Thorpe End and other developments.  Or if housing has to go ahead, then to limit the density of housing and keep housing in character with the Garden Village.

·        If link road was not put through triangle of land (GT8), all traffic from housing developments along Salhouse Road would be routed along Woodside Road, creating greater congestion.

·        The highways authority are not looking to make any improvements to the pathway from Dussindale Drive along the woods to South Hill Road (known as the ‘Trod’), but instead suggested Thorpe End residents use their own parish council money, which BDC could look to forward fund.

·        The unadopted roads are used by rat-running traffic between Green Lane and Plumstead Road at peak times, who speed and cause concern for residents.  This problem is likely to increase with further housing developments.  

·        Lack of surface water drainage along Plumstead road creates flooding issues.  The pumping station for the village is already over-loaded, so would not want additional housing to be linked in to it.

The APP report may go to planning committee on 28th January, formalising the AAP.  It is not known if any of the points raised by TEGVRA will be included in this report, so we would like to ensure Thorpe End has representation at any meetings.

We need to respond on the behalf of residents to the detailed Planning Application when it is made public and put a summary in the Parish Magazine and encourage residents to respond.  MS to keep a check on the website for when this comes out and notify us.  

To ask if AC would mind responding to the BDC report on behalf of TEGVRA.  To copy in County Cllr Ian Mackie and get him to support us, and copy in Shaun Vincent.

5. Roads Committee Update (MS)

The Committee has obtained two quotes for drainage and resurfacing works on the unadopted private roads (The Boulevard, Lawn Crescent, Woodland Drive, and South Walk).  The best quote is from Kier (formerly May Gurney), coming out at £600 per household.  A letter has been drafted for residents who live in these areas.

Residents have been asked to complete the return slip (to agree to the work) by 31st January, to ensure a commitment from all residents before instructing Kiers to do the work.  Payment to be received by 21st March 2015.  Cheques to be made payable to ‘TEGVRA’, or payments made by direct bank transfer if the description field is used to specify house number eg. 41 Lawn. 

Kiers can give individual quotes for resurfacing driveway entrances if residents request this on the return slip, with payments to be made directly to Kiers.  MS to change the letter to ensure the wording makes this clear

MS has asked Chris Mayes to advise if the Council will help towards the cost of soakaways.  MS to provide an update when she receives his response.

There will be a small reserve fund left over to cover future works/maintenance after paying for this resurfacing and drainage work.

Julian Shelley and his committee were thanked for all the work that they have done. 

There was some discussion about putting in posts at the top of Boulevard (on the village green) to stop the grass being churned up by people picking up children from school who park their cars on it.  This is difficult, as the land is privately owned.

6.  Treasurer’s Report (JM)

The annual insurance policy renewal from Zurich of £214.29 due in March.  JM to find out if he can get a reduction in price, as not all sections of cover may be required.

JM to provide relevant bank details to MS & JS, to be included on the letter to residents who need to contribute to the resurfacing work of unadopted roads.

7. Maintenance of Village Green

Edge of pathway verges along edge of green.  Chris Mayes has said he will get the work done in January.

 

Responsibility for mowing of the village green is with the Parish Council, who have a contract with Norse until May 2016. A year into this contract, it was disputed whether Parish Council money should be spent to cut the grass, as the land is privately owned. However, if left for individual owners to maintain, the overall appearance may deteriorate. To leave for Parish Councillors (Alf and Andrew) to raise and support in advance of the contract coming up for renewal

 

Maintenance of brickwork under the benches is on the agenda for Cllr Johnson to do

 

8. Update from Parish Councillors

Regarding the Seppings Way land with silver birches on, RC met representative from Bovis and persuaded them to top all the silver birches, cut overgrown bushes back and top to height of fence panels.  Work to be done over the next couple of months.  Suggested we take this on if they pay – have offered just under £15,000 to maintain this.  Richard Claxton was thanked for his work on this.

 

Sewerage problem was raised.

 

Contact the Rangers from Council (or go online) if there are problems with pot holes.  Issue with road condition outside the Tea Bags shop.  Ask Alf for addresses of owners and Chair to write to owners raising concern over its condition, suggesting they may like to take advantage of May Gurney whilst resurfacing of the unadopted roads is carried out.  Point out that the Residents Association will not cover should any public liability arise.

 

It was asked what happens if neighbours allow trees to grow excessively and block light, etc.   Suggested no action can be taken, other than to try and discuss with neighbours.

 

9. Neighbourhood Plan (AC)

The inspector (independent) has been appointed by Broadland and they will be doing a review soon.

Will await their response.

JCS – Area Action Plan (AAP) – Growth Triangle (MOST IMPORTANT)

The Growth Triangle AAP Proposed Submission Draft has now been completed and will be coming out for consultation from 4 August to 19 September 2014. It outlines the delivery of c7, 000 dwellings to 2026.  The draft AAP details the Policies and allocations for the Growth Triangle. The key Policies directly impacting our Parish are: -

Ø  GT2 – Green Infrastructure, key element 7.13. Physical separation around Thorpe End Garden Village.

Your Parish Council considers this Draft submission to be an important document and would recommend we all make objective comments on its suitability. Your comments can shape the finale outcome.

At this point, RC passed round a plan showing the woodland buffer to go around part of Thorpe End, available via weblink (also from the TEGVRA site).  There was still concern over one side of Thorpe End and what the separation would be.  We will find out how to get a hard copy (for Ray).  Congratulations to RC for getting this map and bringing to share at the meeting.  In the AAP, it also states that the Council have agreed Thorpe Woods will not be built on.

After some discussion, those present agreed (as consultation is 4 August to 9 September):   to send a letter from TEGVRA to Phil Kirby (Chief Executive Broadland District Council),  Phil Courtier (Head of Development Management & Conservation), and Andrew Proctor (Conservative Party Member of Norfolk County Council for Blofield & Brundall) and cc. Shaun Vincent (Broadland District Council portfolio holder for Planning), saying we are pleased there is a consultation period, but could this be extended for another month due to it falling within the summer holiday period?  Depending on the response, TEGVRA may then may need to consider calling an EGM, and put out flyers / note into the Parish News to call a Parish/village meeting.    

Little Plumstead : Planning Application 20130906 - Land at Former Little Plumstead Hospital, Hospital Road, Great & Little Plumstead - Redevelopment Proposals

Subsequent to last month’s communication, the Traffic Survey on Water Lane has now commenced, data from this survey will be used to make the case for speed restriction along this stretch and support an additional road access to the proposed development.

Gt Plumstead : Cllr Mills presented the new Gt Plumstead village sign to the Council for consideration. It was agreed subject to further quotes being obtained that we would go ahead with the purchase and installation at Gt Plumstead. Site to be agreed.

 
Thorpe End

The following has been agreed with NCC Highways:-

1. Remarking of crossing and road signs. To be completed by end October.

2. Fill in ruts along Plumstead Road. To be completed by September.

3. Trim back over grown trees same area and along the trod. To be completed by September.

4. Raise sunken drains North side Plumstead road by the Green. To be completed by September.

5. Remove remaining ivy and shrub outside number 61.Agreed next Rangers schedule.

6. Investigate drainage improvements at the Broadland Drive Plumstead Road junction and opposite St David’s Church. Highways to evaluate and seek funding.

7. Action effective road and footway weed control across the North side Plumstead Road. Inspect and rectify loose brick weave and Granite kerbing. Date to be agreed.

8. To add inspection and cleaning of drainage interceptors Plumstead road maintenance program

9. Re-establish pathway edging on Village Green South side Plumstead road and systemic spray weed and grass ingress on the path.

 

WV to send RC the above information to put onto the TEGVRA website.

Cobbleweave brickwork is also to be repaired under the existing bench on the village green.

6.  Treasurers’ Report (JM)

No change since last meeting

7. Roads Committee (MS)

JM reported that the pumping station at the crescent end of Woodland Drive / Lawn Close cannot cope when there is heavy rainfall, which has resulted in sewerage coming up in his garden, and a neighbour’s garage.  The pumping station was originally only designed to serve the old side of Thorpe End, and cannot cope with the newer side as well.  The problem becomes worse when water drains off the Plumstead Road and Green Lane.  Anglian Water have been out to fix problems at the Pumping Station at Woodland Crescent when sewerage has come up, but the Pumping Station is very old and unable to cope with demands from the whole village.  Anglian Water indicated they were planning to update the Pumping Station in 18 months or so.

It was agreed by those present that TEGVRA will write to Ian Mackie (responsible for highways), copying in Christopher Mayes.  Then write to Anglian Water on the matter.  RM to prepare a draft letter and send to the Committee for comment.

PLEASE NOTE:  since the meeting, MS has brought to my attention that Elliott on the Roads Committee was having a meeting with the Highways person on Friday.  So there is no need for us to write to Ian Mackie /Chris Mayes for the moment as it is understood the Highways person accepted there was a problem with run off from the road down The Boulevard. The way forward depends on funds available.  As soon as Elliot has sent the results of his meeting to Julian Shelley, MS will circulate to everyone and they can be added to the Minutes.

MS reported that drains will be cleared this weekend, weather permitting.

8.  Neighbourhood Plan

RW gave an update to say that 40 responses to the draft Plan have been received, which Shaun Vincent is going through.  The Neighbourhood Plan Team have a meeting due on 29th July, and then will aim to issue a revised document in October.  There should be comments to all questions received in the revised plan. TEGVRA will await the response.

Disappointment was expressed over the Neighbourhood Plan and it’s content.

It appears that otherwise the Area Action Plan should prevail, which addresses specific items such as ensuring that developers put in a pathway where the trod is, and ensure that cycle ways are included, which is more specific.

It was understood that the Neighbourhood Plan is a way of getting money to go directly to the Parish Council for use within the Parish.

MS had received an email about the NDR and discussion in September.

RM explained that the Norwich and Norfolk Transport Action Group (NNTAG) have commissioned Professor Phil Goodwin, a well-known expert, in traffic and transport issues to submit a written representation regarding the NDR.   Professor Goodwin is trying to find a middle way between the 2 opposing sides (he is neutral), and has produced a most interesting paper.  RM to forward the link.

Grass cutting incomplete :  It was highlighted that by the path near the bus stop, some of the grass has been cut, but then left unfinished.  RM to ask Alf about this (to remind Chris Mayes).

ANNUAL GENERAL MEETING

 

HELD AT THE VILLAGE HALL 7.30PM THURSDAY 28nd NOVEMBER 2013


1.       Introduction                                                             

          Mr Ray Walpole, Parish Councillor and Vice Chairman took the meeting in the 

           absence of Mr Waite, who sends apologies. 

          Parish Councillor Richard Claxton, was also present and welcomed.

2.       Apologies for absence

          Other apologies: Mr Paul Elsey (willing to stand), Christine Elsey, Sarah Randall, 

          Alf Townley, J Ashbury and Elliot and Norman, last names unknown.

3.       Approval of minutes of the 2012   AGM  

          The previous Meeting Minutes were read to the assembled persons and were

approved.               

4.       Committee Reports:                                                            

           a)  Chairman’s report  

          The chairman’s report (copy Attached) was read to the meeting with some 

          updates as known.

          The website had been well received and thanks were given to Richard Claxton.

Mr Walpole advised that the 6 trees for planting on the borders of Padgate Drive had been ordered by the Parish Council  and were arriving soon and being delivered to the Parish Tree Warden, councillor David Johnson. He hoped that the residents/volunteers would assist in their planting. David Orr from the floor volunteered to help with this.

Mr Walpole also advised that the Parish Council would not be providing prohibition signs for ball games as they did not wish to steer the issue and create possible upset for Broadmead Green. This really remains with the residents and parents to exercise consideration.

The absence of a permanent secretary was noted. (see later). As covered in the report several members of the Committee are not seeking re-election and the meeting was asked to consider if anybody would be willing to help. (See later).

          The Chairman’s report was accepted.               

                     

          b) Unadopted Roads Report (copy Attached) 

Julian Shelley gave copies of the report out and spoke to the Unadopted Roads (the old Garden Village side) Report.

In summary, to maintain the roads in the next year, funds in the order of £500 from each household should be budgeted for to enable (a) additional surface drainage works to be done and (b) for resurfacing in 2015.

Mr Chris Spinks and Mr Angus have/are leaving the Village, so we are a bit light on Woodland Drive Representation. New members volunteered.

Mr Walpole thanked Julian and the Roads Committee and noted that in the Glades Estate in the Little Plumstead Hospital Site, that the absence of a local community committee meant that effective maintenance was difficult and leading to the deterioration of some common spaces.

The Roads Committee report was accepted.

(c) Treasurer’s report & Accounts (Copy attached). Taking role following the death of Mr P. Wilson in September.                                    

Mr John Murrell FCA tabled the Treasurer’s reports and described his continuing entertainment with the Banks, (BoS in particular) in the matter of gaining fiscal authority on behalf of TEGVRA, which had actually prevented certain road works being carried out this year. However, the accounts are in good standing and 

mandates have finally moved in the right direction, although the bank(s) continued to  frustrate and send correspondence to the wrong (previous) address.

The Treasurer noted that he was recommending that in the light of such difficulties and the move out of Norwich of the Bank of Scotland that the account with BoS be closed and a new TEGVRA General Account be opened with the HSBC (which hold the Roads Account). The motion was seconded and approved without exception by the Meeting.

The Treasurer’s Report and Accounts were accepted.

5.       Election of Officers

          The Meeting moved to the Election of Officers and the Committee.

          Mr Waite (Chairman) had agreed to stand for a further year. Proposed, seconded

and agreed.

          Mr Walpole (Vice Chairman) had agreed to stand. Proposed, seconded and

agreed.

          Mr  Murrell (Treasurer) had agreed to stand. Proposed, seconded and agreed.

          The vacant post of secretary was offered and Ms Wendy Vickers agreed to stand. This was proposed, seconded and agreed, with some degree of applause.

Members. Committee members A. Skipper, S Randall, J. Ashbury and G Grand had resigned with the chairman noting a vote of thanks for their past support. However, Mr Paul Elsey, Mr Richard Maguire and Wendy Vickers had offered to join the Committee and Officers and were warmly welcomed, seconded and approved.                                                     

7.       Any other business (by leave of the Chairman) 

7.1     The Neighbourhood Plan:

The Chairman called Mr Cawdron to speak to the Meeting about the significance of The Neighbourhood Plan, participation in it’s preparation and how it becomes one of the determining factors in Planning Applications for the future. As an example, the Plumsteads and the parish boundary were our environment 

with the proposed NDR crossing the centre and the implications of a possible uncontrolled urbanisation to follow. Did we want the villages to stay with their identities or be submerged?

Mrs Shelley confirmed that further uncontrolled development could be inflicted upon the area if no plan was in place, as the Authorities without a Plan would be subject to appeals in which the Government would favour development whether wanted or not.

Mr Cawdron noted how the localism agenda could be turned into effective and constructive guidance once the Plan was submitted and adopted by referendum. It was the only opportunity to put some checks and balances in Place.

A further presentation meeting was arranged for Saturday 14th December 2013 at Gt Plumstead Village Hall and people were encouraged to spread the word and attend. 

Mr Orr and another resident asked why matters so important were not emphasised by the Parish Council. The councillors replied that they tried by Notices on Halls, Shops and Meeting Halls and in the Church and Parish Magazine, which is distributed to every household in the Parish, to encourage people to participate.

The use of the magazine was challenged, but it was the only parish wide communication, assembled and distributed by Parish volunteers, that was available.

Mr Cawdron noted that a special leaflet drop was to take place on the 7th/8th December, also by volunteers. It was called “Have your say”.

Mr Walpole thanked people for the discussion and noted that verbal presentation was effective in getting these issues across in perhaps a better way than the written word at such times.

7.2      Other Matters:

Benches.

Mr Orr volunteered to assist Mr Walpole with Photographs and dimensions of the bus stop bench, to be replicated for the bus stop by a community school at Rackheath with a Carpenter’s shop. The allocation of funds for the materials was approved with hardwoods to be used.

The bench near the Village sign had been removed for repair and a builder had been found to repair the village sign base. 

Open Gardens Day:

Thorpe End was to trail an Open Gardens day next year on June 28th 2014 and so far 8 (some say 14) Gardens had  agreed to open. The Padgate Play equipment/area might well be put to good use by visiting Families during this event. Refreshments and toilets would be available at St David’s Church Hall. 

Opportunities still existed for more gardens to open and join in the fun.

TEGVRA Site.

Mr Claxton asked the meeting for permission to “optimize the TEGVRA site” and the meeting endorsed this request. A brief discussion ensued on “history of Thorpe End” attachments links and it is hoped that this can be improved as well. The website would again be emphasised in Church and Parish Magazine. 

Mr Claxton also noted that the Parish Council minutes were placed to the noticeboard near the Post Office for Public view on a regular basis.

General

It will be  seven years in April 2014 since the unadopted roads were resurfaced and in general the roads continue to stand up well therefore  the  committee consider that resurfacing in April 2014 will not be necessary . Some repairs to The Boulevard may be required.

There have been many new residents since the last resurfacing who may not be aware of how the roads are maintained. Each householder is responsible for the upkeep of their section of roads as detailed in their Title Deeds but since the Mid 1950’s this upkeep has been administered by the Unadopted Roads Committee  as  part of the Thorpe End Residents Association  on behalf of the 73 households as and when works are required. 

We would remind all householders to budget for the cost of resurfacing which may be necessary in 2015 as all residents are responsible for contributing before the work can proceed. Currently the likely cost is estimated at £500 as against the cost of £400  7 years ago. This would equate to only £1.20 a week which we hope all residents will consider a worthwhile cost for upkeep of your roads.

Finance and Outstanding Payments 

The current balance for the Roads Fund is £ 5,273.13 

Maintenance Works

It had been hoped to carry out some drainage works with funds still remaining but this has not been possible given the problems with the account. 

It is hoped that this will have been resolved to allow cleaning of the Manholes and gullies in 2014.

Other Matters

The subject of “Rat Running” raised  last year continues to be monitored and if necessary further stop checks will be carried out.

Committee Member Chris Spinks has left the village  and  Norman Angus will soon be leaving. The committee usually tries to maintain 4-6 members to represent Woodland Drive ,The Boulevard  South Walk and Lawn Crescent.

Mr Maquire and Wendy Vickers of 16 Woodland Drive have kindly agreed to become  TEGVRA and Road committee members.

Neighbourhood Plan

This is a very important document for all residents in the Parishes of Thorpe End , Little and Great Plumstead as it will define your views on future development  in and around the area. There will be presentations at Gt.Plumstead Village Hall on Saturday 14th of December 2013 from 10.00 to 13.00 hrs.

1.Apologies

2. Minutes of Previous Meeting

The Minutes of the previous meeting on 15 August 2013 were approved.

3. Actions Outstanding/Arising from Previous Minutes

There were a number of actions contained in the minutes. As follows :

  1. Cllr Claxton confirmed David Johnson had spoken to the Broadland Tree Wardens and the new trees around Padgate Play Area should be planted in October.
  2. Ray Walpole met with the Highways Engineer and confirmed that a simple bench could be fitted on the NCC verge near the bus stop on the south side of the Green. RW had also been to Action Community Enterprises who are prepared to make the bench for about £50.  NCC would install for £100. ACE could also renovate old bus stop bench.  Chairman requested endorsement and majority were in favour.
  3. Richard Claxton to e:mail about advertising A Skippers PC vacancy.
  4. Neighbourhood Development Plan – RW and Andrew Cawdron have put their names forward from TEGVRA to help with this plan.  There is a workshop about it on October 26th at 10am at Great Plumstead Village Hall.
  5. RC confirmed the fence has been re-fixed with wire either side to stop people climbing over and using as a cut through.  This seems to have been working and the hedge should now grow back. Mrs Bell, Mrs Bird and Mr Elsey advised children were still climbing the tree.   TW and RC advised there is nothing more that can be done to prevent that.
 

4. TEGVRA Website

RC has nearly completed the TEGVRA website and asked TW for an introduction on the website. It was agreed RC would put the website live for us all to check once complete.  If OK it can then be listed on other reputable sites and it can then be advertised.  JM to contact 123reg to make it live.

5.Update from Parish Councillors/PC meetings

TW and RC confirmed that the PC had not given their permission for any more signs to be erected on either of these areas about ball games.  It was agreed that the message could be put on the website and Thorpe End Facebook page and maybe be put in the Parish Magazine every now and again as a reminder.  It was noted that no ball games seem to have been played on the area recently.  Most children were now using Broadmead Green.

6.Feedback from PC’s to TEGVRA issue

As above, nothing further to add.

 

7. Treasurer’s Report

JM visited HSBC, they’ve sent a letter to say it is set up as a partnership account not a community account.  JM will check with HSBC to see what signatories are needed and advise.

JM will also check signatories on Bank of Scotland account.  JS agreed to be a further signatory if required.  David Orr and Sarah Spencer will be removed.no further comments or actions noted.
